Does 'Covering' Really Imply a Cloth?

In regards to your answer on head-covering, couldn't it be that 'head-covering' refer to our hair? Then, can't it imply "women's hair covering their chest"?

The word used in the verse for head-covering is 'khumur' (خُمُر), which is plural of 'khimaar' (خِمار). This word referred to a particular kind of cloth that was used by Arab women at the time of the prophet Muhammad (pbuh). Quran, while referring to that cloth, has further said that it be used to cover the chests too. This word is more appropriately translated as "a veil" by scholars, and to take it out to mean anything other than a cloth would be an incorrect understanding of this word.
